In 1941 Forrest Mars, Sr. got the idea for shelled candies when observing soldiers eating chocolate pellets with a hard shell during the Spanish Civil War. He developed the M&M with a hard shell so soldiers could carry them in warm weather thereby making it harder to melt.
The Armed Forces quickly adopted M&M's and they were exclusively sold to the U.S. military during World War II.
